Võsareporter goes to help the forced tenants on Paldiski mnt in Tallinn. The building owner's renovation work has made the apartments uninhabitable: the floors have been torn up, the roof has been replaced with plastic sheeting, and there is no water or gas. They are only 600th in line for a new apartment.
